How to Stop Auto Reopen of Programs after Restart in Windows 10

When you shut down or sign out, Windows 10 remembers which applications you had open. It automatically launches them the next time you start your PC. You can disable this if you’d like to sign into a clean desktop.

1. Click Settings --> Accounts --> Sign-in Options. 
2. Roll to Use my sign-in info to automatically finish setting up my device and reopen my apps after an update or restart, and choose Off. 
3. Launch file explorer, and choose View then click Options. 
4. Scroll down and choose Restore previous folder windows at logon option. Uncheck it. 
5. Click Settings --> Apps --> Startup to manage your startup programs.

  1. This does not fully work. I had all of these setting as you suggest, but my computer still reopened the previous programs on startup.
